When you fail at something, re-define it and ‘make’ it a success! This is what Modi and his government has been doing for the past four years. If the Modi govt had completed the OROP work, pension equalisation should be happening every year, and not once in five years. Since pension equalisation is not done on an annual basis, how can it be called OROP? What Modi government did is nothing but take forward what the UPA has already been doing, and brand it as OROP, and in order for this to happen, they twisted the meaning of OROP.
