No, it was not Atal Bihari Vajpayee ji. Jammu & Kashmir did not have to wait for that long to get rail connections. Immediately after independence, PM Nehru took the first step to link Jammu with the rest of the country by initiating the extension of Jalandhar – Mukerian branch line to Pathankot. The work on the same was started in November 1949 and the line was opened formally on 7th April 1952.
